Ziegler, Tomáš ; Novotný, Vilém (advisor) ; Witz, Petr (referee)
The bachelor's thesis is devoted to the analysis of the process of creation of social policy in the Just Transition Plan (JTP). JTP is the leading document of the Just Transition Fund, which is part of the Operational Programme Just Transition Fund. This program helps the three most affected regions with the transformation of the coal industry. Primary goal of the Just Transition is the end of coal mining and coal energy. However, the fund can also be used for other purposes, and one of them is the involvement of social policy in the form of aiding those who lost their job as a result of the transformation, as well as the long-term unemployed. It is a support from the European Union, however the EU gives the recipients of the subsidy quite a lot of freedom in the creation of Just Transition Plan. The analysis is based on the based on the theoretical concept of the Multiple Streams Framework. The main goal is the identification of factors, which influenced the creation of social policy in the JTP, and the sub-questions are based on the theoretical framework and ask about the state of the three streams, window of opportunity, relevant actors, framing of problems and their solutions. These sub-questions are answered in the work mainly on the basis of data from semi-structured interviews and public...
A Common Legacy, Divergent Paths: Understanding the Transformation of Post-Yugoslav Welfare States
Jusić, Mirna ; Nekola, Martin (advisor) ; Pickering, Paula M. (referee) ; Wildmannová, Mirka (referee)
Four countries that had once been embedded in a common welfare state, the Socialist Federal Republic of Yugoslavia, have espoused different paths of institutional welfare transformation following Yugoslavia's dissolution. The author's PhD dissertation aims to understand the nature of the changes that have occurred in two welfare sectors (employment policy and family policy) in Bosnia and Herzegovina, Croatia, North Macedonia and Serbia, over the last two decades, by looking at changes in the characteristics of welfare programs and their implications on the capabilities of beneficiaries, as well as the levels of stratification they yield within these societies. Moreover, its other aim is to understand why such differences in welfare transformation came about. To that end, the dissertation applies Kingdon's Multiple Streams Framework (MSF) to identify important conditions that have contributed to streams converging and the opening of policy windows that resulted in agenda change.
The (un) success of the change in the organizational and legal form of Czech hospitals
Angelovská, Olga ; Potůček, Martin (advisor) ; Dlouhý, Martin (referee) ; Hnilicová, Helena (referee)
In the last thirty years, since the transformation period, several attempts have been made to change Czech hospitals' organizational, legal form. The thesis targets two such efforts after 2000. Only one was successful both in the agenda-setting and decision-making process and led to the enactment of a new organizational form. The main aim of the thesis is to identify contextual factors of success or failure of efforts to change the organizational and legal form of hospitals. The thesis is based on the Multiple Stream Framework to explain how different streams (policy, politics and problem stream) couple and open a policy window that allows a policy change. It works with the modified framework, which broadens the concept by including agenda-setting and decision-making and offers two coupling processes. Comparing two cases of the policy process led to the identification of the factors causing closing the window before the agenda was set.

Pok, František ; Novotný, Vilém (advisor) ; Czesany Dvořáková, Tereza (referee)
This diploma thesis deals with the process of creating an Audiovisual Act in the context of the transformation of audiovisual legislation in the Czech Republic after 1989. Although there was increasing pressure on change over time, as the original legislation did not reflect the epoch and was inadequate, this process lasted almost twenty years. The aim of the thesis is to understand the dynamics of the change in the process of creating audiovisual legislation, focusing on Act No. 496/2012 Coll. Next, identify the actors and factors that have had the greatest impact on policy change. To do so, this work uses and applies the theoretical framework of the Multiple Streams Framework, through which it sets the basic prerequisites for research. The methodological approach is a qualitative research and a research design of a single-case study. In terms of data collection, the text is based on six expert semi-structured interviews that form the base of primary research. Subsequent data are in the form of various documents, studies, press and annual reports, stenographies from the Chamber of Deputies, or, for example, the talk shows in which the process was discussed. Data analysis was conducted using thematic coding technique. Audiovisual legislation entered the political agenda in 2006, but it did not...

Lukavec, Tomáš ; Ochrana, František (advisor) ; Novotný, Vilém (referee)
This diploma thesis is a case study dealing with the role of the European Union in the adoption of the Czech Civil Service Act in 2014. The author follows the question why the Act was adopted ten years after the Czech Republic joined the European Union. The first part of the thesis deals with the European administrative area and individual models of public administration in Europe. It also discusses the use of various forms of influencing the policies of the member states with different instruments. Further, the work analyzes the development of the service law in the Czech Republic and examines the strategies and approaches of the main actors in the legislative process. In order to find out how the issue was framed by political actors, the individual verbal speeches at the plenary sittings of the Czech Parliament are examined. In the last part, the findings are generalized to represent individual strategies and the dynamics of their change. In order to respond to the research goal, the data is interpreted on the basis of the Multiple Streams Framework, demonstrating a change in the status quo in the field of public service performance regulation.
